（页数：19 字数：14455 毕业论文）摘 要：在当今信息化和全球化的背景下，伴随着西方发达国家大规模的政府再造运动，我国行政体制改革中借鉴西方的有益经验，构建服务型政府的取向成为一种共识。但是，无论是西方学者还是我国学者都没有形成一个对服务型政府概念的共识，国外学者是从新公共管理这个角度来定义的，而我国学者是基于服务型政府的公共性和服务型这个特性上来理解的。服务型政府具有六个重要意义：服务型政府是政府自身发展的内在需要；服务型政府是政治体制改革的重要内容和关键环节；服务型政府是执政为民，践行“三个代表”重要思想的具体体现；服务型政府是实现经济与社会协调发展的要求；服务型政府是应对全球化趋势，适应加入WTO新形势的迫切需要；服务型政府是构建我国和谐社会的重要环节。

Discuss service government's connotation and significance

ABSTRACT ：In now the informationization and under the globalized background, follows the Western developed country large-scale government restoration movement, in our country administration organizational reform is profiting from West's beneficial experience, the construction service government's orientation becomes one kind of mutual recognition. But, regardless of being the Western scholar or our country scholars has not formed one to serve the government concept mutual recognition, the overseas scholar is anew public administration this angle defines, but our country scholars are come up the understanding based on service government's public and service this characteristic. The service government has six important meanings: The service government is the government own development intrinsic need; The service government is the political reform important content and the key link; The service government is being in power is people, fulfills “"The Three Represents"” important thoughts concrete manifestation; The service government is realizes the economical and the social coordinated development request; The service government is deals with the globalized tendency, the adaptation joins the WTO new situation the urgent need; The service government is constructs our country harmonious society the important link.

引 言

江泽民同志在党的十六大报告中指出，“进一步转变政府职能，改进管理方式，推进电子政务，提高行政效能，降低行政成本，形成行为规范、公正透明、廉洁高效的行政管理体制”。这不仅对深化行政管理体制改革提出了目标要求，也对新形势下转变政府职能，构建现代化的行政管理模式指明了方向。建设服务型政府就是当前行政学界和各级政府为贯彻这一指导思想，适应新形势新任务新要求而提出的政府改革目标模式。人类行政模式经历了统治行政、管制行政和服务行政三个阶段。统治行政是一种强权制度，管制行政只是人类行政模式总体性转换的一个过渡，归根结底仍然属于强权制度，服务行政是人类行政模式的一种人性回归，是一种真正意义上的公共行政。现代政府只有通过提供充足优质的公共服务，才能证明自己存在的价值和合法性。可以说，没有服务，就没有现代政府。因此，弄清服务型政府的涵义，正确认识服务型政府建设的意义，对于不断深化行政管理体制改革，大力推进中国特色行政文明建设具有重大的理论和实践意义。
