新贸易理论不仅对传统贸易理论进行了补充和发展，为贸易政策分析提供了新的理论分析工具，它还从理论上动摇了在规模经济和不完全竞争条件下自由贸易政策的最优性，证明了政府干预贸易活动的某些合理性。正是这种理论上的创新与现实需要的结合，摧发了战略性贸易政策理论的出台。
一、战略性贸易政策理论产生的直接原因
战略性贸易政策理论的产生除了得益于新贸易理论之外，还有两个直接的社会经济原因：
第一，美国在世界经济中的地位发生变化。
在过去几十年中，美国在世界经济中地位的最重要变化是贸易的重要性日益提高。统计显示，从1960—1980年，美国制造业中进出口的份额增加了一倍以上。在1960年，美国制造业的厂商基本上是面对本国消费者销售并与本国厂商竞争，出口通常是次要的活动，并且面临外国竞争的压力很小。而到了八十年代，大多数厂商要么严重依赖出口销售，要么在国内市场上遇到外国竞争者的有力竞争，因而国际考虑就成为一个重要因素。
